Need help with purchasing a drum set!!! (10 points for first good answer)?
What is the thing called on this drum set that holds the tom arm onto the cymbal stand, and does this set come with it?

It is just a clamp. Most drum sets are 5 piece so they would not come with a clamp like this. The bass drum tom mount holds two toms so you wouldn’t need a clamp, but if you are getting a kit with 3 ot more mounted toms it most likely would come with a clamp.
